People earning more than ?70,000 a year will have to pay ?482 per month in health insurance fees when the new cabinet?s system comes into force, according to calculations by Nos television.
The broadcaster says people on welfare benefits will have to pay around ?20 a month, slightly less than they pay now when health insurance benefit of up to ?70 is taken into account.
The Nos bases its calculations on information contained in the coalition accord that was presented to the public on Monday. Health insurance benefit will be scrapped when the new system is launched in 2014.
Average earnings
People on an average salary of around ?33,000 a year will have to pay ?140 per month, Nos calculates.
The increase will be partly compensated for by lower tax rates. This means high earners will pay some ?126 less in tax per month while those on an average salary will get back ?50, which fully covers the higher insurance cost.
Stef Blok, who negotiated the agreement on behalf of the right-wing VVD and is tipped to become housing minister in the new cabinet, admitted premiums will go up sharply for some people. ?A coalition agreement is a question of give and take,? he told the broadcaster.
Labour leader Diederik Samsom said it is fair to ask some people to pay more, and emphasised that tax cuts will help pay for the increase.
Own risk
The Nos report did not say what the likely effect would be of an income-dependent own risk element, which the government also plans to introduce.
Many people currently opt for a maximum own risk payment of up to ?700 which cuts their basic monthly premium to around ?70 a month.

Recently, many of the nation?s leading education experts gathered with classroom teachers to discuss the state of education in America at the annual Education Nation summit in New York. The conversation raised some valuable insights about the future of our schools and in particular, how to ensure we have great teachers in every classroom.
As a 33-year veteran teacher, I still feel as passionate as ever about my profession. However, I have serious concerns about our nation?s ability to keep talented educators in the classroom after three years, let alone three decades.
During my career, I?ve seen many great teachers leave the classroom while still in their prime. Most hadn?t grown tired of teaching. Instead, they left because they didn?t get the recognition they deserve from their schools or from the district. They left because they didn?t see opportunities to advance their careers.
They left because they were being neglected.

A study from TNTP, a national nonprofit that focuses on teacher quality, puts a spotlight on this urgent problem. Called ?The Irreplaceables,? the study finds that the nation?s 50 largest school districts are losing approximately 10,000 great teachers every year that they could have kept. This leads to disastrous consequences for students and schools.
According to the study, when one ?Irreplaceable? leaves a low-achieving school, it can take 11 hires to find just one teacher of comparable quality. Meanwhile, many principals let their best teachers walk out the door without trying to keep them. Two-thirds of the top teachers TNTP surveyed said nobody at their school even asked them to come back for another year.
The study also shows that outdated policies make it harder for schools to hold on to great teachers. In particular, most districts don?t offer leadership roles to the most successful teachers.
Sadly, some policies actually cause our schools to lose irreplaceable teachers without considering their talents. Over the past several years, as budget cuts have forced layoffs in school districts across the country, seniority rules have dictated that the newest teachers be the first to lose their jobs, regardless of their performance. As a result, our public schools, and particularly those in disadvantaged neighborhoods, have lost some great educators who will never return to the classroom. We need to replace blind policies like these so that new and veteran teachers know that their performance matters.
When our public school system fails to consider the needs of our students and the performance of our teachers, we risk squandering our most precious resources?the limitless potential of our students and the irreplaceable talents of effective teachers.
But with a new year comes new opportunities to change the direction of our schools and focus on what?s best for our students.
First, we need to come together and negotiate meaningful, multi-measured evaluation systems for teachers in each and every district, one that gives teachers the feedback and support they need to succeed in the classroom.
Nothing is more frustrating to teachers than inheriting students who spent the previous year languishing in the classroom of an ineffective colleague.
Better evaluation would allow us to recognize and learn from our most talented teachers, support those who struggle and want to improve, and provide a mechanism for counseling out teachers who aren?t a good fit for this challenging and important craft. In addition, we should collaborate on expanding opportunities for teachers to take on more leadership roles in their schools. TNTP found that creating opportunities for career advancement is one of the most promising ways to get the best teachers to stay.
I know career opportunity matters because it?s what has kept me in the classroom for so long. When the Los Angeles Unified School District began piloting teacher-designed schools that had more autonomy, I jumped at the chance to create my own school. I worked with a team of teachers to create the blueprint for New Open World Academy, a public school nestled inside the historic Robert F. Kennedy Complex in Los Angeles. It was a fantastic experience that rejuvenated and reinforced my commitment to public education.
However, my situation is unfortunately an exception to the norm for many of our nations teachers. Our schools have ignored the flight of great teachers and instead upheld outdated policies that do not help us raise achievement levels for children or keep irreplaceable talent in the classroom. It?s time for the leaders convening at Education Nation and in school districts across the country to take the common sense steps that will keep more of the best teachers where they belong: in the classroom.

ScienceDaily (Oct. 24, 2012) ? Could it be that dark matter "halos" -- the huge, invisible cocoons of mass that envelop entire galaxies and account for most of the matter in the universe -- aren't completely dark after all but contain a small number of stars? Astronomers from UCLA, UC Irvine and elsewhere make a case for that in the Oct. 25 issue of the journal Nature.
Astronomers have long disagreed about why they see more light in the universe than it seems they should -- that is, why the infrared light they observe exceeds the amount of light emitted from known galaxies.
When looking at the cosmos, astronomers have seen what are neither stars nor galaxies nor a uniform dark sky but mysterious, sandpaper-like smatterings of light, which UCLA's Edward L. (Ned) Wright refers to as "fluctuations." The debate has centered around what exaclty the source of those fluctuations is.
One explanation is that the fluctuations in the background are from very distant unknown galaxies. A second is that they're from unknown galaxies that are not so far away, faint galaxies whose light has been traveling to us for only 4 billion or 5 billion years (a rather short time in astronomy terms). In the Nature paper, Wright and his colleagues present evidence that both these explanations are wrong, and they propose an alternative.
The first explanation -- that the fluctuations are from very distant galaxies -- is nowhere close to being supported by the data the astronomers present from NASA's Spitzer Space Telescope, said Wright, a UCLA professor of physics and astronomy.
"The idea of not-so-far-away faint galaxies is better, but still not right," he added. "It's off by a factor of about 10; the 'distant galaxies' hypothesis is off by a factor of about 1,000."
Wright and his colleagues, including lead author Asantha Cooray, a UC Irvine professor of physics and astronomy, contend that the small number of stars that were kicked to the edges of space during violent collisions and mergers of galaxies may be the cause of the infrared light "halos" across the sky and may explain the mystery of the excess emitted infrared light.
As crashing galaxies became gravitationally tangled with one another, "orphaned" stars were tossed into space. It is these stars, the researchers say, that produce the diffuse, blotchy scatterings of light emitted from the galaxy halos that extend well beyond the outer reaches of galaxies.
"Galaxies exist in dark matter halos that are much bigger than the galaxies; when galaxies form and merge together, the dark matter halo gets larger and the stars and gas sink to the middle of the the halo," said Wright, who holds UCLA's David Saxon Presidential Chair in Physics. "What we're saying is one star in a thousand does not do that and instead gets distributed like dark matter. You can't see the dark matter very well, but we are proposing that it actually has a few stars in it -- only one-tenth of 1 percent of the number of stars in the bright part of the galaxy. One star in a thousand gets stripped out of the visible galaxy and gets distributed like the dark matter.
"The dark matter halo is not totally dark," Wright said. "A tiny fraction, one-tenth of a percent, of the stars in the central galaxy has been spread out into the halo, and this can produce the fluctuations that we see."
In large clusters of galaxies, astronomers have found much higher percentages of intra-halo light, as large as 20 percent, Wright said.
For this study, Cooray, Wright and colleagues used the Spitzer Space Telescope to produce an infrared map of a region of the sky in the constellation Bo?tes. The light has been travelling to us for 10 billion years.
"Presumably this light in halos occurs everywhere in the sky and just has not been measured anywhere else," said Wright, who is also principal investigator of NASA's Wide-field Infrared Survey Explorer (WISE) mission.
"If we can really understand the origin of the infrared background, we can understand when all of the light in the universe was produced and how much was produced," Wright said. "The history of all the production of light in the universe is encoded in this background. We're saying the fluctuations can be produced by the fuzzy edges of galaxies that existed at the same time that most of the stars were created, about 10 billion years ago."
The research was funded by the National Science Foundation, NASA and NASA's Jet Propulsion Laboratory.
Future research, especially with the James Webb Space Telescope, should provide further insights, Wright said.
"What we really need to be able to do is to see and identify the galaxies that are producing all the light in the infrared background," he said. "That could be done to a much greater extent once the James Webb Space Telescope is operational because it will be able to see much more distant, fainter galaxies."
