Does anyone have any 1bedroom rentals in St John. Looking for a safe clean unit can be condo,apt, loft doesnt really matter for a 6 month or 1 year lease. I am trying to move to the island in next 30 days before season starts. Giving up on the rat race here in the states and gonna come try island life. Can pay several months up front if necessary.

Next cold war? Gas drilling boom rattles Russia

PITTSBURGH (AP) ? The Kremlin is watching, European nations are rebelling, and some suspect Moscow is secretly bankrolling a campaign to derail the West's strategic plans.

It's not some Cold War movie; it's about the U.S. boom in natural gas drilling, and the political implications are enormous.

Like falling dominoes, the drilling process called hydraulic fracturing, or fracking, is shaking up world energy markets from Washington to Moscow to Beijing. Some predict what was once unthinkable: that the U.S. won't need to import natural gas in the near future, and that Russia could be the big loser.

"This is where everything is being turned on its head," said Fiona Hill, an expert on Russia at the Brookings Institution, a think tank in Washington. "Their days of dominating the European gas markets are gone."

Any nations that trade in energy could potentially gain or lose.

Harvard University's Kennedy School of Government concluded in a report this summer that "the relative fortunes of the United States, Russia, and China ? and their ability to exert influence in the world ? are tied in no small measure to global gas developments."

The story began to unfold a few years ago, as advances in drilling opened up vast reserves of gas buried in deep shale rock, such as the Marcellus formation in Pennsylvania and the Barnett, in Texas.

Experts had been predicting that the U.S. was running out of natural gas, but then shale gas began to flood the market, and prices plunged.

Russia had been exporting vast quantities to Europe and other countries for about $10 per unit, but the current price in the U.S. is now about $3 for the same quantity. That kind of math got the attention of energy companies, and politicians, around the world.

Some European governments began to envision a future with less Russian natural gas. In 2009, Russia had cut off gas shipments via Ukraine for nearly two weeks amid a price and payment dispute, and more than 15 European countries were sent scrambling to find alternative sources of energy.

The financial stakes are huge. Russia's Gazprom energy corporation, which is state-controlled, had $44 billion in profits last year. Gazprom, based in Moscow, is the world's largest producer of natural gas and exports much of it to other countries.

But last month Gazprom halted plans to develop a new arctic gas field, saying it couldn't justify the investment now, and its most recent financial report showed profits had dropped by almost 25 percent.

The U.S. presidential campaigns have already addressed the strategic potential.

A campaign position paper for Republican Mitt Romney said he "will pursue policies that work to decrease the reliance of European nations on Russian sources of energy."

In early September, President Barack Obama said the U.S. could "develop a hundred-year supply of natural gas that's right beneath our feet," which would "cut our oil imports in half by 2020 and support more than 600,000 new jobs in natural gas alone."

Poland's Ministry of the Environment wrote in a statement to The Associated Press that "an increased production of natural gas from shale formations in Europe will limit the import via pipelines from Algeria and Russia."

The issue has reached the highest levels of the Kremlin, too.

Hill, of the Brookings think tank, heard President Vladimir Putin speak in late 2011 at a Moscow gathering of academics and media. She said in a blog post that "the only time I thought that he became truly engaged was when he wanted to explain to us how dangerous fracking was."

But one top Gazprom executive said shale gas will actually help the country in the long run. Sergei Komlev, the head of export contracts and pricing, acknowledged the recent disruptions but predicted that the U.S. fuels wouldn't make their way to Europe on any important scale.

"Although we heard that the motive of these activities was to decrease dependence of certain countries on Gazprom gas, the end results of these efforts will be utterly favorable to us," Komlev wrote in an email to the AP. "The reason for remaining tranquil is that we do not expect the currently abnormally low prices in the USA to last for long."

In other words, if the marketplace for natural gas expands, Russia will have even more potential customers because it has tremendous reserves.

Komlev even thanked the U.S. for taking the role of "shale gas global lobbyist" and said Gazprom believes natural gas is more environmentally friendly than other fossil fuels.

"Gazprom group generally views shale gas as a great gift to the industry," he wrote. When natural gas prices rise, "it will make the U.S. plans to become a major gas exporter questionable."

Whether exports happen involves a dizzying mix of math, politics and marketplaces, along with the fact that U.S. natural gas companies ? and their shareholders ? want prices to rise, too.

James Diemer, an executive vice president for Pace Global, an international consulting company based in Virginia, believes that shale gas costs more to extract than the current market price. Pace, which recently released a report called "Shale Gas: The Numbers vs. The Hype," has been studying shale gas for Gazprom and other clients.

"The capital will stop flowing" to U.S. shale gas, and the price will go up, Diemer predicted. He would not divulge the kind of work Pace is doing for Gazprom. Pace is owned by Siemens, a German company.

Pace's work for Gazprom has raised some eyebrows in Washington, and Hill noted that industry watchers in Europe already believe Russia is bankrolling environmental groups that are loudly opposing plans for fracking in Europe, which could cut down on Russia's natural gas market.

"I've heard a lot of rumors that the Russians were funding this. I have no proof whatsoever," she said, noting that many critics give the rumors credence because Gazprom owns media companies throughout Russia and Europe that have run stories examining the environmental risks of fracking.

Gazprom dismissed such conspiracy theories, saying that "nothing could be more out of touch with Gazprom's inherent interests," because the shale boom promotes gas as an abundant, affordable energy source.

Many U.S. media outlets, including the AP, have run stories about shale gas and the environment. Regulators contend that overall, water and air pollution problems are rare, but environmental groups and some scientists say there hasn't been enough research.

U.S. energy companies are eager to export natural gas products. The issue is sensitive enough that the Obama administration has delayed a decision on export permits until after the election. In April, the Sierra Club sued to block one plan for exports, saying it would drive up the cost of domestic natural gas and lead to environmental damage.

But just the potential for exports could allow others to seek lower prices from Russia, said Kenneth Medlock III of the James Baker Institute for Public Policy at Rice University in Houston.

"It changes the position at the bargaining table for everybody," Medlock said. "You stack all that up, and you start to realize, 'Wow.'"

There's one enormous unknown with the shale gas bounty in the U.S., Hill said. Unlike in Russia and some other countries, neither the government nor any one private company can really control or direct it.

"The question is, can the U.S. do what the Russians do, which is use this as a political tool?" she said.

105-yarder lifts Vikes over Lions

DETROIT (AP) - The Minnesota Vikings must have been salivating when they watched how the Detroit Lions covered kicks.

Or, more accurately, didn't cover them.

Percy Harvin returned the opening kickoff 105 yards, and Marcus Sherels ran back the first punt of the second half 77 yards for a score, boosting the Vikings to a 20-13 win Sunday - and sending the underachieving Lions into a dubious category all their own.

"It was slow-motion, especially today," Harvin said. "That hole opened up, and you probably could have walked through there. The blockers did a great job. They told me all week they were going to do everything they could to get me in the end zone. Special teams was huge today."

Vikings coach Leslie Frazier said he and his staff pointed out Detroit's deficiencies and predicted Harvin would score if everyone held their blocks.

"It was obvious," Frazier said.

When Sherels scored, Detroit became the first team since at least 1940 to give up a kickoff and a punt return for touchdowns in consecutive games, according to STATS LLC. The Lions allowed scores on a kickoff and punt in last week's 44-41 loss in overtime at Tennessee.

"We're good, but we're garbage right now and we're killing our team," kicker Jason Hanson said.

Lions coach Jim Schwartz, though, shot down any chance of him firing special teams coordinator Danny Crossman.

"No, that's not a consideration," Schwartz said. "There's physical plays we have to make."

The surprising NFC North-leading Vikings (3-1) have already matched the number of wins of 2011, when they got off to an 0-4 start.

Second-year quarterback Christian Ponder said that is huge.

"That's a good mark of improvement," Ponder said.

The Lions, meanwhile, seem to be regressing quickly.

Detroit (1-3) goes into its bye wondering what has gone wrong with a team that began 5-0 last season and ended with 10 victories to snap the franchise's 11-game postseason drought. The Lions have lost three straight - surpassing their longest skid last year - to turn cheers into jeers at Ford Field.

"We didn't start off the way we wanted to," Schwartz said. "That's not to say we can't get it back. That's s our challenge right now to dig our way out of this."

Beginning with special teams.

Harvin fielded the first kick toward the back left of the end zone, cut across the field, sprinted up the sideline and into the other end zone 12 seconds into the game.

"We always talk about starting fast, and that's the fastest start you can get," Ponder said.

As soon as the Vikings got the ball in the second half, they went to work quickly as well.

Sherels took the punt in the middle of the field and made Kassim Osgood miss right away before wiggling through traffic and pulling away to put the Vikings ahead 20-6.

Ponder was 16 of 26 for 111 yards for Minnesota. Jerome Simpson had four receptions for a team-high 50 yards and drew a pair of penalties to help set up scores. Simpson missed the first three games serving a suspension for violating the league's substance abuse policy.

Adrian Peterson had 102 yards rushing on 21 carries - running for more than 100 yards for the first time since Oct. 23, 2011 - and added more proof his surgically repaired left knee is just fine.

"It just seems like that was the Adrian that we were hoping to see," Frazier said.

Minnesota's defense wouldn't let the Lions look good on the ground for the second straight week. Mikel Leshoure ran for just 26 yards on 13 carries after having 100 yards rushing and a TD in his debut last week.

Matthew Stafford was 30 of 51 for 319 yards without much help from Lions teammates - the ones that dropped passes and those that allowed him to get sacked five times after giving up just four sacks combined in the first three games.

"We got our butts kicked up front with sacks and we couldn't run the ball," Schwartz said. "Physically we have to be better."

Mentally, too.

Pettigrew dropped a potential TD pass one play after Calvin Johnson had the football jarred loose in the end zone, forcing Detroit to settle for a field goal and a 13-6 halftime deficit.

Just when the Lions looked as if they were going to break through offensively, safety Jamarca Sanford forced Leshoure to fumble and recovered at the Vikings 29 late in the third quarter.

Detroit drove to the Vikings 7 early in the fourth, but unblocked defensive end Everson Griffen sacked Stafford to end the threat.

The Lions got right back down in scoring territory and Stafford scored on a 1-yard lunge with 2:56 left.

Vikings punter Chris Kluwe pinned Detroit on its 2 with 1:42 remaining. Stafford was sacked on the last snap at his 33, a fitting end to a game dominated by Minnesota's defense and special teams, ending an 11-game losing streak to division opponents.

If Chicago can't beat Dallas on the road Monday night, the Vikings will be alone atop the NFC North going into Week 5.

"We want to embrace it," Frazier said. "It was one of our goals when the season began, to win the NFC North."

Regarding Passbook

I joked today that Passbook was this year's Newsstand. I meant that on several levels. First, it's an app that people seem to be struggling to use. Second, it's an app that depends on being fed content that's out of Apple's control. Third, because of those two factors, it's an app that could have done with some better hand-holding and partnership placements at launch.

Rewind. Passbook was introduced, along with the rest of iOS 6, at WWDC 2012 in June. Apple Senior Vice President of iOS, Scott Forstall explained it as "the simplest way to get all of our passes in one place" -- a single, easily accessible repository for all the gift cards, coupons, tickets, and other assorted passes that were previously scattered among a myriad, less easily accessible apps. He explained it as the solution to a well defined usability problem.

In his subsequent demo, Forstall showed Passbook pre-populated with content from several well known brands, including Apple, Starbucks, Target, United, MLB, and the W Hotel. Forstall also showed gate updates, Lock screen notifications, and shredding passes when they were no longer needed. He did not, to the best of my recollection, show the process of acquiring a pass or actually using it.

Immediately after the WWDC keynote, I spoke to other members of the media and their reaction, like mine, was optimistic and positive. The QR codes that would serve as the bridge between the passes and the retailers seemed antiquated, of course, but many of us simply assumed they were a placeholder or stepping stone towards what would eventually be a more elegant mobile transaction-based solution.

As the iPhone 5 event approached, many people, myself included, began speculating about what else we might see. Apple typically has a couple of unique demoes at the iPhone events, which often coincide with iPhone TV commercials that follow. Passbook seemed like a good candidate. It seemed like something Apple could really show off. A couple of key partnership announcements, like a Starbucks or Target, and a demo of a pass being purchased and used seemed perfectly possible. Passbook, some of us thought, could even be a candidate for this year's Santa-themed iPhone ad, following up the FaceTime and Siri ads from previous years. Santa buying some last minute toys with Passbook powered gift certificates -- what could be better than that?

Instead, at the iPhone 5 event, we got a re-demo of Passbook from WWDC. No partner announcements. No transactional demos. Admittedly, a lot of the apps that could potentially feed Passbook were and remain dismal -- little more than websites in thin app wrappers with inexcusable interfaces and frustrating transactional experiences. And scanning a code is positively, primitively, unsexy ( especially compared to what other platforms are doing with rapid, touch-and-go data exchange technologies like NFC). Not the stuff of great iPhone event demos.

There was also nothing like FireMonkey and Real Racing 3, however, nothing where Apple brought some hip, marquee retailers to Cupertino -- those who did have great looking apps and existing pass systems -- and gave them some special attention, and helped them make something truly brilliant to show off at the event.

Still, developers, including major retailers who already had apps in the app store, or had websites or even marketing mail that could deliver Passbook passes, had had from June until the iOS 6 release date of September 21 to work with the various betas and get something amazing ready. After all, while big ships turn slowly, they still turn, and 3 months is a fair amount of turning time to create a way to push resource files, a bit of JSON, and existing scan codes.

And if three months really wasn't enough time to get app development done, scanners installed, and staff up to speed to support Passbook passes, Apple themselves just happen to be a hip, marquee retailer with an existing pass system (Apple Store Gift Cards), a great looking app, and the ability to scan codes. Forstall even showed an Apple Store gift card off during the Passbook demos. So I held to hope.

Then iOS 6 was released, and Passbook immediately got off to a rocky start. First, the Passbook app started users off with an empty shelf (or in this case, wallet) experience. Sure, Music.app starts off empty of music, but digital music is an old, established, understood paradigm and, since the Store button was integrated, an easy one to engage.

iBooks on the other hand, which is a more recent addition, cleverly started off with a free Winnie the Pooh book. It created a comfortable path of entry for users. Immediately upon launching it iBooks, it gave users something recognizable, something they could play with, something they could use to learn about the iBooks experience. It de-stressed the process and brought users quickly up to speed on the feature set. "Hey, here's something you can play with and if you like, here's how to get much more!" is inherently a better usability, after all, than "hey, here's a big empty thing that you can go figure out how to get stuff for and then figure out how to us!"

Passbook presented itself like Newsstand -- empty but for directions to the App Store. And worse, for some users, the App Store portion took hours if not days to start working following the release of iOS 6. Like it or not, first impressions matter, which is why Apple is usually so purposeful and so clever about nailing them. Users will try something new once, twice, maybe a few times, and if it doesn't work, or if it's confusing, they'll soon stop trying and give up on it.

As much as people take issue with Apple's controlling nature, they complain even more when things don't work, and often the things that don't work are the things outside Apple's control. When the iPhone launched, and for many years thereafter, it was bad carrier service in the U.S. Last year it was old media empires that were ploddingly slow and technologically inept when it came to producing Newsstand content to begin with -- and that was after Apple and Fox held a special event to show off The Daily as a launch title.

Passbook didn't even have that. No Winnie the Pooh. No pre-populated Apple Store pass. No comfortable path of entry.

I've now used Passbook several times, and successfully so. I downloaded the Cineplex Mobile app and have used it to buy a few movie tickets. It is, as I feared, a website in a thin app wrapper with an inexcusable interface and frustrating transactional experience. Ugly and imprecisely, I've been able to purchase tickets using my Paypal account and get passes generated and loaded into Passbook. From then on, from the moment Passbook and Apple took over, the experience has been great. I've been alerted. I've been updated. I've been able to shred.

Everything has worked fantastically well -- as well as Scott Forstall showed off at WWDC 2012 and again at the iPhone 5 event. But when I've had to have the Passbook passes scanned at the movie theater and get the actual tickets (because the passes aren't the actual tickets, they're the thing you use to get the ticket...(?!)), it's been unsexy, and its been a part of the process entirely outside of Apple's control.

With Newsstand, Apple didn't go the iTunes or iBooks route, didn't establish a specific format and present the content is a consistent manner. They outsourced to publishers, and the experience suffered. With Passbook, Apple didn't offer the iTunes transaction system, didn't establish a specific process in a consistent manner. They outsourced to retailers, and the experience suffered.

When I joked that Passbook was this year's Newsstand, a bunch of people immediately replied that at least they could hide Passbook in a folder, unlike like Newsstand (which is a folder). That's not the sentiment you want to hear.

A year later, I'm still waiting for Newsstand to get better. Or, preferably, for Apple to Ping it and replace it with "iNews". I'm not sure if I'm waiting for Passbook to be replaced with a more consistent, more controlled "iWallet". I expect it to eventually, though not immediately. Right now I'm waiting and hoping for Passbook to get better. Matt Brian of The Next Web has shown how Apple is promoting Passbook using iAd, which may help, and Matthew Panzarino, also of The Next Web has shown how Apple is pushing Passbook passes from OS X Safari to iOS. Those are good steps.

Siri, which was announced as a beta, struggled with uptime and reliability at launch, but Apple has stuck with it, improved it, and extended it. That's not surprising, because natural language interface is a hugely important part of the future. Mobile transaction payments are just as important, so it won't be surprising if Apple sticks with Passbook, improves it, and extends it as well.

Apple just needs to do it quickly and compellingly enough that iPhone users don't stick Passbook in a folder and forget about it.

Helping the police to catch criminals using facial composites - News ...

Speaker: Dr Charlie Frowd, Senior Lecturer, School of Psychology, University of Central Lancashire

Witnesses to and victims of crime carry out a number of tasks to help bring a criminal to justice. They may describe the criminal's appearance, attempt to pick out the person from an identity parade (line-up) or build a visual likeness of the face. The focus of this talk will be on the last of these tasks, the construction of a facial composite (eg E-FIT or Photofit). The presentation will describe the traditional techniques used to construct a face ? by selection of hair, eyes, nose, mouth and so forth ? along with research which suggests that this approach is not effective at identifying the person in question. It will then outline some of the innovative techniques that have been developed and tested in the laboratory to improve composite quality, some of which are now in police use. These techniques include a new interview for witness and victims, an animated procedure for presenting composite to the public (on BBC CrimeWatch for example) and a new system called EvoFIT that allows a composite to be 'evolved' by the repeated selection and breeding of faces. The research suggests that it is now possible for a witness or a victim to produce an identifiable image of a criminal?s face.

Charlie Frowd has degrees in electronic engineering, psychology and linguistics, and neural computation from the Universities of Middlesex, Bangor and Stirling. His primary research area involves improving the quality of facial composites. These are pictures of suspects to crime, which are often seen in the newspapers and on TV crime programmes, and are used mainly by the police to identify criminals.? With colleagues at the University of Stirling he has been developing a new facial composite system called EvoFIT, which is based on a holistic face coding scheme and an evolutionary interface. In recent experiments, EvoFIT has outperformed other current composite systems (in the most recent realistic study, EvoFIT reached a level of naming roughly twenty times that of a traditional 'feature' type of composite system). Dr Frowd is a member of several prominent learned societies, and is a Chartered Psychologist, Chartered Scientist and Associate Fellow of the British Psychological Society.

Earthquake rocks island in Alaska's Aleutian chain

ANCHORAGE, Alaska (Reuters) - A powerful earthquake rocked one of the few inhabited islands in Alaska's Aleutian chain on Wednesday, but no damage has been found, federal and local officials said.

The magnitude 6.9 quake, centered 80 miles southwest of Adak, struck at 3:40 p.m. local time (7.40 p.m. EDT), the West Coast and Alaska Tsunami Warning Center said. No tsunami warning was issued, but scientists will monitor the area for any possible earthquake-related waves, center Director Paul Whitmore said.

In Adak, a community of about 330, "We definitely felt it," City Manager Layton Lockett said.

The building that houses city offices and the local school, engineered to withstand frequent earthquakes that strike the region, performed as designed, Lockett said.

"You could just hear the building move, and things were shaking," he said.

No damage was found, though officials were concerned about the fate of underground pipes, he said. The school, which has about 20 students, was out of session at the time.

Adak, an island city about 1,300 miles southwest of Anchorage, is a converted U.S. Navy station that once housed 6,000 people. It now operates as a port and seafood-processing center serving the North Pacific commercial fishing fleet.

Other moderate earthquakes have struck western Alaska in recent days, according to the center.

A magnitude 4.9 quake was recorded 90 miles west of the Alaska Peninsula town of Cold Bay on Tuesday. A magnitude 5.2 quake about 90 miles southwest of Kodiak was recorded on September 18.

Does Canada Need a National ?Stop to Smell the Flowers? Day? | Dr ...

Yesterday, I was quoted in the media regarding a private members bill introduced by MP John Weston calling for municipalities to provide cheap access to fitness centres, as considering this idea rather ?simplistic?.

Not that I don?t think Canadians should be more active or that we must not do all we can to reduce the epidemic of sedentariness.

I just don?t believe that a) this needs to happen at fitness centres and b) that this is necessarily a bill that should be offered as a solution to the obesity problem.

If anything, these type of proposals do little else but perpetuate the myth that a bit of more physical activity will reduce body weights or prevent weight gain.

Rather, with, for example, the emerging evidence on the role of sleep deprivation on metabolism and body weight, we may as well be calling for a national ?Let?s All Sleep In Late? day or (even better) a national ?Let?s All Stop To Smell The Flowers? Day.

The point is not that I am against exercise or don?t believe in its benefits. The point is that it will take more than getting more Canadians into fitness centres to combat obesity.

Not that we should be stopping anyone from getting more active. MP Weston apparently is a sports buff himself, has three kids who are sports buffs, and a wife who is a personal fitness trainer - great for them, but hardly a model for the Canadians that I see in my practice.

It is certainly not the monetary cost of visiting a fitness centre stopping them - if anything, it is lack of time, low self-esteem, poor body image, depression, sheer exhaustion after a stressful day, and perhaps far too little restorative sleep.

The last thing they need is yet one more obligation (read: visit to a fitness centre) in their already busy and overscheduled days.

If they did have the extra hour or so to actually dedicate to going to a fitness centre my advice would probably be to rather get an extra hour of sleep or perhaps just an extra hour of mindful relaxation - read a book, go for a walk, play an instrument, paint a picture, or just take the time to have a meaningful conversation with your kid or partner - or, perhaps, just pause to smell the flowers.

The problem is not that Canadians are too lazy or too cheap to pay for fitness centres - the problem is that too many Canadians are too busy, too stressed, too short of time, too exhausted, spend too much time in their cars, and are too caught up in everything else that makes a healthy lifestyle virtually impossible.

As I?ve said before, changing your lifestyle is more about changing your ?life? than your ?style?.

Perhaps a life in which there is actually time to stop and smell the flowers will do more to prevent and better manage your weight than any workout that I?ve ever heard of.

The Organization of Economic Cooperation and Development recently released its Education at a Glance 2012 report. The report examines OECD and G20 countries where the data was available. According to the report, which includes vocational training as part of higher education/post-secondary education, here are the five most educated countries in the world:

5. United States

Post-secondary education: 42 percent of the population Annual growth rate for that group: 1.3 percent

The US, the fifth most educated country in the world and the fourth most educated among OECD countries, is home to some of the most renowned institutions of higher education (see here for a list of the 2012 top universities in the world).

However, its growth rate for post-secondary education ? 1.3 percent per year ? is quite low in comparison to the OECD average of 3.7 percent, which means other countries could outpace the US in the coming years.

Although the US is one of the world leaders in higher education for people between the ages of 25 and 64, when looking at the percentage of those aged 25 to 34, it only ranks 14th globally.

4. Japan

Post-secondary education: 45 percent of the population Annual growth rate for that group: 2.9 percent

In Japan, the fourth most educated country in the world, students pay some of the highest tuitions among OECD countries: Japan has the fourth highest fees for higher education behind the US, Korea, and Britain. Additionally, the government spends only 0.5 of its GDP on post-secondary education, less than half of the OECD average of 1.1 percent of GDP.

Nearly 32 percent of Japan's funding for post-secondary education comes from private sources ? the third highest percentage of privately sourced funding in the world.

3. Israel

Post-secondary education: 46 percent of the population Annual growth rate for that group: n/a

In Israel, which has the third largest population of post-secondary degree holders, an estimated 37 percent of Israeli youth are expected to complete a post-secondary education in their lifetime. The average in OECD countries is 39 percent.

Israelis with post-secondary degrees are less likely to be unemployed than people with their equivalent education level in the average OECD country. The unemployment rate for this population in Israel is 4.2 percent, compared with the average OECD rate of 4.7 percent.

Post-secondary education: 51 percent of the population Annual growth rate for this group: 2.4 percent

Canada is the second most educated country in the world, and the most educated out of OECD countries. More than half of all Canadians between the ages of 25 and 64 have a college degree. Additionally, Canada spends $20,932 dollars per post-secondary student each year. Only Switzerland and the United States spend more.

And individual Canadians pay nearly as much themselves on their higher education: The total direct cost, on average, is $18,094.

Women with a college or university degree in Canada outpace lesser-educated women in pay by 55 percent there, which is the largest gap in pay rates between education levels in OECD countries. And though Canada is a global leader in higher education, according to a country-specific OECD economic survey, rates of participation in education will need to increase as its population ages if it is to hold onto its top spot and remain competitive in the global labor market.

ScienceDaily (Sep. 25, 2012) ? A computer program could compare two documents and work spot the differences in their meaning using a fast semantic algorithm developed by information scientists in Poland.

Writing in the International Journal of Intelligent Information and Database Systems, Andrzej Sieminski of the Technical University of Wroclaw, explains that extracting meaning and calculating the level of semantic similarity between two pieces of texts is a very difficult task, without human intervention. There have been various methods proposed by computer scientists for addressing this problem, but they all suffer from computational complexity, he says.

Sieminski has now attempted to reduce this complexity by merging a computationally efficient statistical approach to text analysis with a semantic component. Tests of the algorithm on English and Polish tests work well. The test set consisted of 4,890 English sentences with 142,116 words and 11,760 Polish sentences with 184,524 words scraped from online services via their newsfeeds over the course of five days. Sieminski points out that the complexity of the algorithm used on the Polish documents required an additional level of sophistication in terms of computing word means and disambiguation.

Traditional "manual" methods of indexing simply cannot now cope with the vast quantities of information generated on a daily basis by humanity as a whole in scientific research more specifically. The new algorithm once optimised could radically change the way in which we make archived documents searchable and allow knowledge to be extracted far more readily than is possible with standard indexing and search tools.

The approach also circumvents three critical problems faced by most users of conventional search engines: First, the lack of familiarity with the advanced search options of search engines, with a semantic algorithm advanced options become almost unnecessary. Secondly, the rigid nature of the options that are unable to catch the subtle nuance of user information needs, again a tool that understands the meaning of a search and the meaning of the results it offers avoids this problem. Finally, the unwillingness or unacceptably long time necessary to type a long query, semantically aware search will require only simply input.

Sieminski points out that the key virtue of the research is the idea of using the statistical similarity measures to assess semantic similarity. He explains that semantic similarity of words could be inferred from the WordNet database. He proposes using this database only during text indexing. "Indexing is done only once so the inevitably long processing time is not an issue," he says. "From that point on we use only statistical algorithms, which are fast and high performance."

Texas district's new policy allows educators of either gender to paddle male, female students

SPRINGTOWN, Texas - Like many schools in Texas, "spare the rod and spoil the child" might be considered the motto at Springtown High School.

But when two teenage girls there reportedly suffered bruises after being paddled by male assistant principals, some parents complained. They weren't upset about the punishment itself, but instead that the school violated the policy requiring an educator of the same sex as the student to dole out the paddling.

So the school district has changed its policy ? to expand, not abolish, corporal punishment. Board members voted Monday night to let administrators paddle students of the opposite sex, after Superintendent Michael Kelley cited a lack of women administrators to carry out spankings.

The new policy says a same-gender school official must witness the paddling, which is just one "swat," and that parents also can request one spanking per semester. In all cases, a parent must give written permission and request it in lieu of another punishment, such as suspension or detention.

"I personally think Texas is getting a black eye because of this," Kelley told The Associated Press. "People are assuming a school district can do whatever it wants because of this. That's not the case."

Texas law allows schools to use corporal punishment unless a parent or guardian prohibits it in writing. The issue of the student or educator's gender is not addressed, and there are no state standards on the minimum or maximum ages of students who can be spanked, according to the Texas Education Agency.

Cathi Watt, whose daughter was one of the two girls recently paddled, said Tuesday that she's OK with paddlings in schools "because they need it once in a while, and I got them when I was a kid." But she said the male administrator used too much force, so she does not support the new policy.

Watt said her 16-year-old daughter, Jada, deserved to be spanked after she spoke sarcastically to a teacher and an assistant principal, "but she did not deserve to be bruised."

"And what kind of message does it send these boys?" Watt said. "Is it telling them that it's OK to hit a girl?"

Texas is one of 19 states allowing schools to spank students, but 97 of the nation's 100 largest school districts have banned corporal punishment, according to the Center for Effective Discipline.

About 75 per cent of the state's school districts use corporal punishment, including Springtown, a town of about 2,700 located about 30 miles northwest of Fort Worth, according to People Opposed to Paddling Students, a group based in Houston. Some of the major districts, including Fort Worth, don't paddle students.

"It is never OK to hit a child. ... Men should not be padding teenage girls, because there is a sexual connotation with teen girls but also with teen boys," said Jimmy Dunne, president of People Opposed to Paddling Students.

State Rep. Alma Allen, D-Houston, thinks schools should never spank children, but her bill to abolish corporal punishment in Texas schools never passed. She said the compromised version of her bill, which did become law, was that parents could opt in.

"Parents can choose whether to spank their children at home," Allen said. "When you send a child to school, it should be a place to be motivated ? not a place to be beaten."

Engadget visits Nokia House, walks down memory lane

It's not the first time Engadget editors have stepped foot at Nokia House -- the company's HQ in Espoo, Finland -- but it's always a treat, and our visit this week is no exception. Today we took a walk down memory lane, and spent some time with several Nokia handsets -- from one of the very first mobile phones to the Lumia 920. We played with some of the more iconic models and designs, such as the 1011 (first GSM handset), 1610, 7700 / 7710 (S90), 7280 (lipstick phone), 770 / N800 tablets, N-Gage / QD, 3300, 8800, 8110 (from the Matrix movie), N93 / N93i, N91, N92, N76, N95 and finally the 7650 (the first handset running Symbian). In addition, we also got to handle some of the Lumia 820 and 920 accessories, including the Fatboy wireless charging pillow and JBL-branded Power Up speakers. Update: That music-centric handset which uses an IBM Microdrive is the N91 (not N90) and was announced in 2005 (not 1995), and that flip-phone wa steh N76 (not the N75) -- sorry for the slip in the video.
